Highland Small Communities Housing Trust (HSCHT) is recruiting for a recent graduate for a 12 month Project Officer role, focussing on rural housing.  The role will involve assessing contracts, monitoring and liaising with professionals to gather feedback and liaising with consultants and contractors on integrating employment and training opportunities.

Job Description

HSCHT currently provides services and support to a wide range of users such as Communities, Housing providers, businesses and individual clients.  Our aim is to provide a wide range of services that can impact positively on rural social and economic viability, and is mainly delivered via housing and related outcomes.

From our work, which effects the local economy,  to date it is clear that there are a number of weaknesses in the delivery of rural projects, and there are issues around efficiency for procurement, delivery and monitoring of housing and no clear guidance on integrating employment and training initiatives on small scale rural projects.

The graduate post would look at various issues around project delivery specific to rural areas, including:

•        Contracts and ensuring they were suitable for the required project, whilst looking at areas for improvement on standard contracts,

•        Monitoring and liaising with all the professionals involved in projects to get feedback on areas they feel could be streamlined and improved to increase efficiency.

•        Build quality and how it affects fuel poverty

•        Housing tenure and funding models that may allow shared funding of projects, reducing subsidy requirements

•        Liaising with consultants and contractors on integrating employment and training opportunities

This position is part funded by Highlands and Islands Enterprise and the European Regional Development Fund.

Qualifications

Essential:

•        Degree in relevant subject – e.g. Construction, Surveying, Architecture or Project Management

•        Good interpersonal skills and sound verbal and written communication skills

•        IT Skills

•        Excellent organisational and long term planning skills with a well ordered approach to tasks

•        Ability to assess, prioritise and organise workloads effectively under pressure and to meet deadlines

•        Ability to build and maintain working relationships

•        A positive, problem solving approach

•        Able to accept responsibility and show initiative

•        A commitment to personal development

Desirable:

•        Ability to monitor own performance against targets

•        Proven leadership skills

•        Knowledge of construction

•        Relevant construction management experience

•        Contract assessment experience
