The Highways Agency is responsible for operating, maintaining and improving the strategic road network in England. It’s our job to tackle congestion, enhance safety, inform travellers, increase reliability and improve journey times. This is a task that involves enormous technical challenges, huge projects, large numbers and big ideas. Therefore it calls for leaders who will measure up to that task. Our Graduate Development Programme has three distinct schemes designed to develop and deliver those leaders into the core areas of our business.

The Leadership Scheme is a two-year generalist programme to develop the rounded experience and broad management skills for future leadership roles throughout the HA’s business. It is open to graduates with at least a 2:2 degree in any discipline.

A panoramic view of our business takes in civil engineering, communications technology, environmental management, policy development, education and innovation. So we need people with a 360º vision of where we’re going. Our Leadership Scheme takes you on a two-year tour of growing responsibility around all of our key business directorates – Network Services; Network Operations; Major Projects; Finance; Information; Human Resources.

At the end of the programme you will have gained the insight, built the confidence, acquired the contacts and developed the skills that we hope will one day make you a future leader of the Highways Agency. And as with all our Graduate Schemes, you’ll benefit from a personalised, structured development plan, fantastic support and superb training opportunities.

If you’ve got what it takes, we offer a great deal in return, including excellent starting salaries plus a great all-round package:

Ø       30 days annual leave (plus a further 10½ days of bank holidays and privilege days)

Ø       Choice of civil service pensions

Ø       Flexible working hours (37 hours per week)
